中国外文局翻译院简介
中国外文局翻译院是中国外文出版发行事业局(简称中国外文局,对外称中国国际传播集团)直属的事业单位,是汇聚整合全国翻译行业资源,推动翻译人才队伍建设和翻译事业发展的专业机构。中国翻译协会秘书处设在中国外文局翻译院。
中国外文局翻译院主要职能有:组织开展领袖著作和国家重要文献文件的翻译,承接国家重大翻译项目;策划组织实施重大外宣项目对外翻译工程;开展翻译理论与实践等重大课题研究;推动制定翻译行业标准和翻译规范;组织实施全国翻译专业资格(水平)考试及海外推广工作;承担全国专业人才外语应用能力测试和全国翻译系列专业技术职务任职资格评审工作。
自2021年9月成立以来,中国外文局翻译院充分利用自身资源优势,在我国翻译领域发挥着引领性作用,参与组织国家白皮书多文种翻译,北京冬奥会、冬残奥会开闭幕式重要文件翻译,故宫博物院多文种网站翻译等重大翻译项目,取得较好成效,品牌影响力不断提升。
2022年9月,中国外文局翻译院与鹏城实验室、百度、科大讯飞等8家单位发起成立中国外文局翻译院智能翻译实验室,负责智能翻译管理平台建设、智能语料管理系统建设、翻译技术标准建设、翻译技术课程教材体系研发、翻译技术赛事筹办、翻译技术普及推广等相关工作。
中国外文局翻译院负责组织实施的全国翻译专业资格(水平)考试(CATTI)创办于2003年,现已开设英、法、俄、西、阿、日、德、朝/韩、葡等九大语种考试,是一项国家级职业资格考试,已纳入中国国家职业资格目录清单。
中国翻译协会是我国翻译领域唯一的全国性社会团体。中国翻译协会经常举办翻译行业和学术交流活动,如“韩素音国际翻译大赛”“全国口译大赛”“全国翻译技术大赛”等品牌赛事,“全国高等院校翻译专业师资培训”等培训活动,以及“翻译文化终身成就奖”“资深翻译家”“翻译中国外籍翻译家”等评选表彰活动。
中国外文局翻译院掌握的全球五大洲100余家主流外媒矩阵具备“影响力大、传播速度快、转载数量多、可靠性强”的特点;所开展的各级地方政府和外向型企业“走出去”的国际传播活动在促进中外人文交流方面发挥了重要的作用。
About CICG Academy of Translation and Interpretation
Affiliated to the China Foreign Languages Publishing Administration (China International Communications Group, CICG), the CICG Academy of Translation and Interpretation (ATI) is a public institution that aims to promote the development of both translation professionals and the translation industry by pooling and integrating translation resources in China. It hosts the Secretariat of the Translators Association of China (TAC).
The main functions of ATI include: Coordinating the translation of state leaders’ works, important literature and official documents, and other major translation tasks of the country; planning and implementing major translation projects for international communication; researching translation theories and practices; facilitating the formulation of industry standards and specifications; and organizing CATTI and activities to promote it overseas, and the professional qualification accreditation for translators and interpreters.
Since its inception in September 2021, ATI, fully leveraging its rich resources, has played a leading role in the translation sector in China. Through major translation projects, such as the multilingual translation of government white papers, the official documents for the opening and closing ceremonies of the Beijing 2022 Winter Olympics and Paralympics, and the website of the Palace Museum, ATI has been steadily enhancing its brand influence.
In September 2022, ATI launched the ATI AI-Powered Translation Lab in collaboration with Pengcheng Laboratory, Baidu, iFLYTEK, and five other organizations. The lab is responsible for research and development of innovative translation project management platforms, smart corpus management systems, and translation technology standards and curriculums. It also engages in the organization of translation technology competitions and the popularization of translation technology.
Initiated in 2003, the China Accreditation Test for Translators and Interpreters (CATTI), organized by ATI, has been listed in the National Catalogue of Professional Qualifications as a national-level test, operating in nine languages, including English, French, Russian, Spanish, Arabic, Japanese, German, Korean, and Portuguese.
TAC is China’s only national social organization in the translation sector. It regularly organizes academic exchange and industry-wide activities, such as the Han Suyin International Translation Contest, the All China Interpreting Contest, the National Translation Technology Contest, and the National Training Program for Teachers of Translation and Interpreting. Moreover, it selects and recognizes winners of prestigious awards, including the Lifetime Achievement Award in Translation, the Senior Translators Award, and the Outstanding Foreign Translation Experts Award.
ATI has established a partnership with a multimedia matrix covering over 100 mainstream media outlets worldwide, which boasts a strong international communication capacity featuring widespread influence, fast transmission, large reprint output and high reliability. ATI has also carried out many international communication activities in collaboration with local governments at different levels and export-oriented enterprises, which have been widely reported through the multimedia matrix and greatly facilitated cultural exchanges between China and other countries.
